White House crypto adviser Patrick Witt, Executive Director of the President's Council of Advisors for Digital Assets, addressed the Bitcoin 2026 conference in Las Vegas with a major revelation. The Trump administration plans to unveil a significant update on the Strategic Bitcoin Reserve within the next few weeks. Witt confirmed that a breakthrough has been reached on the legal framework and the executive branch is ready to take a "big step forward" without waiting for congressional legislation.
HOW MUCH BITCOIN DOES AMERICA HOLD
The U.S. federal government currently holds 328,372 BTC worth approximately $25 Billion at current prices. This makes the United States the world's largest known sovereign holder of Bitcoin, representing 1.56% of Bitcoin's entire circulating supply. Every single coin came from criminal forfeitures and law enforcement seizures the government has not purchased a single Bitcoin from the open market.
HOW IT ALL BEGAN
On March 6, 2025, President Trump signed an executive order establishing the Strategic Bitcoin Reserve. The order created a permanent reserve asset funded by Treasury's forfeited Bitcoin, placed a strict ban on selling these coins, mandated exploration of taxpayer-neutral strategies to acquire more Bitcoin, and established a separate U.S. Digital Asset Stockpile for all non-Bitcoin digital assets.
WHY DOESN'T THE RESERVE FULLY EXIST YET
Trump's executive order hit a critical wall. The order itself required "legislation to operationalize any aspect of this order," meaning the Treasury Department cannot build the specialized accounts needed without direct congressional authorization. Since executive orders can be reversed by the next administration, lawmakers are urgently pushing to codify the reserve into permanent federal law before that window closes.
THE LEGISLATION ARMA BILL
Senator Cynthia Lummis and Representative Nick Begich originally introduced the "BITCOIN Act" a bold proposal to acquire 1 million BTC over five years using budget-neutral strategies. That bill has now been officially rebranded as the American Reserves Modernization Act (ARMA). Lawmakers are targeting the late 2026 National Defense Authorization Act as the most realistic vehicle to make the reserve permanent federal law.
THE GLOBAL RIPPLE EFFECT
America's move has triggered a worldwide response. Parliaments in Argentina, Brazil, Hong Kong, and Japan have introduced Bitcoin reserve bills. The Czech National Bank is considering allocating 5% of its €140 billion reserves into Bitcoin. Japan's Government Pension Investment Fund is actively exploring Bitcoin diversification. Russia's state media has reported an official Bitcoin reserve proposal, with Putin praising Bitcoin as an alternative to foreign currency reserves.
U.S. STATES ARE MOVING INDEPENDENTLY
American states are not waiting for Washington. New Hampshire passed a crypto reserve law authorizing its state treasurer to invest up to 5% of public funds in crypto ETFs. Texas passed legislation and invested $5 million in BlackRock's iShares Bitcoin Trust (IBIT), describing it as a placeholder while raw Bitcoin storage infrastructure is finalized. Arizona passed similar legislation, while Massachusetts, Ohio, and South Dakota have bills currently in committee review.
