Connecticut passes comprehensive AI regulation bill SB5

CryptoWorld News reports that Connecticut passed SB5 on May 1st, becoming one of the most comprehensive state-level AI laws in the United States. The bill was approved in the House with 131 votes to 17 and in the Senate with 32 votes to 4, garnering bipartisan support in both chambers. Governor Ned Lamont confirmed that he will sign the bill, officially named the Connecticut Artificial Intelligence Responsibility and Transparency Act. The bill covers AI companions, automated employment decision tools, synthetic media sources, and developers of cutting-edge models that exceed defined thresholds. The law will take effect on October 1, 2026, with most provisions enforced by the state attorney general as unfair or deceptive trade practices, and private lawsuits are not permitted. For employers, SB5 requires disclosure when using automated tools in hiring or employment decisions and prohibits companies from using such tools as a defense against discrimination claims. The AI companion rules will come into effect in January 2027, covering chatbots designed to foster emotional attachment. Generative AI systems with over one million users must adopt source data standards compliant with C2PA. Developers of cutting-edge models must establish internal AI safety protocols and protect employees who report safety issues.
