It means: No matter whether it is legal locally or not, as long as your actions violate the criminal law's definition of "cross-border gambling," the police have the right to arrest you. In other words, "legality abroad" cannot be used as a get-out-of-jail-free card.
Is gambling in Las Vegas considered abroad?
Then is gambling in Macau considered overseas?
Is this to lay the groundwork for settling scores later?
