Two questions about the "Integrated Station-City Key Laboratory"

I recently saw a report: "On May 18th, the National Railway Administration Railway Industry Science and Technology Innovation Base, relying on Tongji University's construction and led by multiple academicians, was unveiled at Tongji University, and the laboratory's Academic Committee was established."

In fact, as early as April 2018, the National Development and Reform Commission, the Ministry of Natural Resources, the Ministry of Housing and Urban-Rural Development, and China Railway Corporation jointly issued the "Guiding Opinions on Promoting Rational Development and Construction of Areas Surrounding High-Speed Rail Stations." In Article 6 of this guidance, "Promoting the Integrated Development of Station and City," it specifically emphasizes "The development and construction around high-speed rail stations should highlight the integration of industry and city, and the unity of station and city." During urban renewal, the integrated development of station and city is key for megacities and larger to achieve green development and high-quality growth. However, the above "Guiding Opinions" face various institutional and mechanism obstacles in practice. So, does establishing the "National Railway Administration Railway Industry Science and Technology Innovation Base" help to break through these institutional and mechanism barriers? I have two questions:
