BREAKTHROUGH in the CLARITY Act—A Historic Opportunity for U.S. Cryptocurrency Regulation
U.S. cryptocurrency asset regulation legislation is approaching a critical turning point. On April 14, Patrick Witt, Executive Director of the White House Digital Asset Presidential Advisory Committee, confirmed to CoinDesk that the long-standing dispute over stablecoin yield payments hindering the progress of the CLARITY Act has reached a compromise, and other major obstacles are gradually being cleared.
🎯 The core of the compromise plan: A principled agreement reached in mid-March between Senator Thom Tillis (Republican) and Angela Alsobrooks (Democrat) with the White House, which bans “passive income” from simply holding stablecoins but allows rewards linked to activities such as payments, transfers, or platform usage. Witt described this compromise as a “significant milestone,” and a recent report from the White House Economic Advisory Council further supports this stance, stating that stablecoin yields pose a “very limited” threat to the banking deposit and loan base.
The CLARITY Act was passed by the House of Representatives in July 2025 with a high vote of 294-134. Its core content transfers the regulation of spot crypto trading to the CFTC, resolving the long-standing jurisdictional conflict between the SEC and CFTC, and provides a comprehensive framework for stablecoins, exchanges, and others. The Senate Banking Committee plans to hold a hearing or markup session in late April. If the process proceeds smoothly, this legislation will become a milestone in U.S. crypto regulation, greatly promoting institutional adoption and industry innovation.
However, the legislative window remains tight—if the bill fails to pass committee review in April, the probability of completing legislation within 2026 will sharply decline to “extremely low.” The American Bankers Association responded on Monday that the White House report has flaws and still insists that stablecoin yields may pose risks to community banks, indicating that the game is not yet over. #Gate广场四月发帖挑战
