Honestly, I haven't seen a chain that scores well on all four indicators. Every chain is a cripple; the fast ones are expensive, and the cheap ones are unsafe. That's the current situation. To be honest, everyone is over-simplifying their considerations when choosing a public chain. Speed, low cost, security, and liquidity—choosing four out of four is indeed very difficult. But I think what's even more difficult is that most projects don't really know what they truly need.
