# WHITEBIRD announced plans to create the first crypto bank in the CIS
On January 19, Belarusian crypto platform WHITEBIRD sent a letter to the National Bank and the High Technologies Park (HTP) expressing readiness to participate in the creation of a crypto bank, according to a press release.
The company became the first applicant to operate in a new format after Belarusian President Alexander Lukashenko signed Decree No. 19 “On Crypto Banks and Certain Issues of Control in the Digital Asset (Token) Sector.” The document establishes a legal framework for financial organizations that will be able to combine banking activities with operations involving digital tokens.
WHITEBIRD plans to register a new legal entity as a resident of the HTP and apply for inclusion in the National Bank’s crypto bank registry.
Services of the future crypto bank
In the initial stage, the company will launch basic services: account opening and maintenance, issuance of crypto cards, and acquiring.
In the future, the functionality will be expanded — loans and deposits in digital assets, tokenization, as well as trust management services.
What the status of a crypto bank provides
According to the decree, a crypto bank is recognized as a joint-stock company with the right to combine activities with digital assets and traditional banking operations. To enter the market, it must be a resident of the HTP and be included in the relevant register of the National Bank.
Crypto banks will operate under a dual regulation system. They are required to comply with the legislation applicable to non-bank credit and financial organizations, as well as implement decisions of the HTP Supervisory Board.
“Dual regulation will allow crypto banks to offer clients innovative financial products, combining the advantages of both traditional banking operations and the technological, fast, and convenient digital asset (token) operations,” — states on thepresident of RB’swebsite.
