According to Iran's state-affiliated ISNA news agency, on July 20, Pakistan and Qatar issued a joint proposal urging the United States and Iran to resume negotiations and revert to their positions before July 9.

July 9 marked the date when the U.S. conducted airstrikes on Iran's Bushehr nuclear power plant and key rail infrastructure connecting China and Russia. Iran subsequently responded with attacks on targets in Kuwait, Bahrain, and Jordan.
