Philippines Classified as Upper-Middle-Income Country After GNI per Capita Hits $4,850

According to Rappler, the Philippines was officially classified as an upper-middle-income country on July 6 after the World Bank confirmed its gross national income per capita reached $4,850 in 2025, exceeding the $4,636 threshold. The government now has a three-year transition window to approve priority development projects before access to concessional loans gradually narrows. DEPDev Undersecretary Joseph Capuno said approximately 20 to 30 infrastructure and social sector investment projects are in the pipeline, and the strategy is to approve them before the three-year window closes. The administration also plans to prioritize new social sector projects over new infrastructure proposals while expediting spending on ongoing infrastructure projects.
