Russia's Duma Votes July 21 on Crypto Bill With 300,000 Ruble Retail Purchase Caps

According to RBC, on July 21, Russia's Duma will vote on draft law No. 1194918-8 in second and third readings, advancing the cryptocurrency framework after 327 deputies backed its first reading on April 21. Bank of Russia is expected to cap annual retail crypto purchases at 300,000 rubles, roughly $3,800, while licensed exchanges, custodians and brokers would operate under central bank supervision. Cross-border cryptocurrency settlements for foreign-trade participants could expand starting Sept. 1, though implementing rules may delay full market access. Mining will remain under Federal Tax Service oversight. Duma Financial Market Committee chairman Anatoly Aksakov stated the law aims to create legal conditions for cryptocurrencies in Russia, with an estimated 20 million residents currently holding digital assets.
