Saylor Warns BIP 110's 55% Activation Threshold Could Threaten Bitcoin's Neutrality

According to X posts by Michael Saylor, the executive chairman of Strategy and largest publicly listed bitcoin treasury company, BIP 110 would threaten Bitcoin's core neutrality by restricting certain transaction types and data uses on the blockchain.

Saylor's main critique centers on Bitcoin's inability to distinguish transaction intent. "Bitcoin cannot read intent," he wrote, arguing that consensus rules designed to block "spam" would require the protocol to judge which uses are acceptable. The proposal would also lower the activation threshold from 95% miner support to 55%, which Saylor called "too aggressive," increasing governance risk and the chance of network disagreement. Strategy holds 843,775 BTC, making it vulnerable to contentious rule changes that could affect institutional confidence.
