SEC Rolls Out 2026 Regulatory Agenda Shifting Toward Safe Harbor Framework for Digital Assets

The SEC announced its 2026 regulatory agenda today, signaling a shift from enforcement-focused oversight toward developing a safe harbor regulation framework for digital assets, according to the agency's official announcement. SEC Chairman Paul Atkins noted the objective is to create clear rules while maintaining investor protection, which could strengthen institutional confidence in digital asset custody and trading practices. Supporting this shift, 73% of institutions now plan to increase crypto allocations, 66% access the market through regulated ETFs and ETPs, and crypto ETF assets have exceeded $65 billion, reflecting growing institutional participation in the sector.
