He warned that using socially perceived excess profit as a benchmark when measuring actual excess profit is impossible could damage corporate innovation capacity.
Ahn asked, "If losses occur someday, would the logic of sharing them by the same standard hold?" He noted that semiconductors are sensitive to market cycles due to their durable goods characteristics, and recent surging demand is concentrated among a few big tech companies, creating high earnings volatility and investment failure risks. In such an environment, companies need to accumulate investment resources when they generate profits.
Ahn also proposed the necessity of separating decisions on excess profits and excess tax revenue with a clear firewall (Chinese wall). He explained that labor and management should decide on excess profits, while the government should decide on excess tax revenue, and neither should cross these boundaries.
Industry representatives unanimously agreed that corporate profits should be used for reinvestment. They commonly criticized the semiconductor industry unions' recent demands for performance bonuses linked to operating profit.
Lee Jun, director of the Strategic Industry Research Center at Korea Institute for Industrial Economics & Trade, stated, "How to divide profits is originally the shareholders' decision at the general meeting, but if labor and management take that share first, there is sufficient potential to infringe on shareholders' profit distribution decision rights."
Hwang Yong-yeon, director at Korea Employers Federation, emphasized the need to establish legal and institutional conditions that allow full utilization of corporate profits including operating profit for research and development (R&D) and facility investment.
Counterarguments also emerged regarding the special-purpose tax introduction mentioned at the Ministry of Employment and Labor forum the previous day. This was a proposal to collect special taxes on semiconductor excess profits similar to the reconstruction excess profit recovery system.
Lee Sang-ho, head of the economic division at Korea Enterprises Federation, mentioned a similar case to the special-purpose tax where Sweden previously created a fund by collecting corporate profits to share with workers. However, he explained it was abolished due to concerns over private property rights infringement and socialism. Regarding the argument to invest money collected through special-purpose taxes in the semiconductor ecosystem, he drew a line saying, "This is for companies to decide."
Labor groups countered that semiconductor industry profits and excess tax revenue should be used for groups harmed by the AI industry. Lee Gyeo-rye, chair of the Korean Confederation of Trade Unions Youth Special Committee, emphasized that excess profits and excess tax revenue should "be used first for people who contributed to the semiconductor industry's growth and profit creation, and for people harmed by the AI industry, which is the shadow of semiconductor industry excess profits."
Lee specifically mentioned that excess profits should be used to guarantee appropriate profit levels for suppliers within the supply chain and improve treatment of subcontractor and non-regular workers. He stated the need to utilize the increased bargaining power that subcontractor workers gained over prime contractors through the Yellow Envelope Act.
Lee also emphasized the necessity of active fiscal policy operation using excess tax revenue. He said, "Under conditions where a considerable level of excess tax revenue is secured, active fiscal policy must be operated to resolve inequality and polarization." He argued that 'productive reinvestment' of additional tax revenue could enhance society's overall potential while being executed for social safety nets and employment market stabilization.
