According to U.S. Secretary of State Marco Rubio at a Senate Appropriations Committee hearing on June 3, Russian-Ukrainian negotiations have stalled in recent months with a genuine risk of escalation. Rubio stated that Russia possesses long-range strike capabilities while Ukraine can mount equivalent counterattacks, meaning the risk of escalation is "real and more acute than two years ago." He added that both sides appear unprepared to make the concessions necessary for a deal, with diplomatic efforts so far yielding no results.
