White House Chief Crypto Advisor Patrick Witt announced on X on July 21 that he has postponed his mandatory military training with the Georgia Army National Guard for the second time (originally scheduled to depart on July 27), so he can stay at the White House to help advance the legislative process for the CLARITY Act in the Senate.
According to Patrick Witt’s statement on X and a report by Crypto In America, Witt’s military training postponements are as follows:
First postponement (Apr. 2026): Witt first delayed mandatory military training to remain at the White House and participate in CLARITY Act negotiations, when the negotiation timeline was longer than expected
Original training schedule (July 27): Witt originally planned to travel to the Georgia Army National Guard to undergo training that would qualify him to serve as a JAG legal officer
Second postponement (announced July 21): Witt announced on X that the training has been postponed again so he can complete the push to advance the CLARITY Act
Witt has served as Executive Director of the Presidential Digital Asset Advisory Council (PDAAC) since Aug. 2025 and is the White House’s top point of contact responsible for CLARITY Act negotiations.
The CLARITY Act aims to establish the first comprehensive federal regulatory framework for the U.S. cryptocurrency market. Under the announced legislative timetable, the bill must be passed before the Senate recess on Aug. 8, 2026, making the coming weeks a critical window for legislative success or failure.
Coinbase executives previously said that Democrats have added certain consumer protection provisions to the bill. Witt’s decision to stay on has a direct impact on advancing negotiations, since he is the White House’s lead representative for talks on the bill.
PDAAC Deputy Director Harry Jung announced on X on July 21, 2026 (Monday) that he will leave the government in two weeks. In his statement, he said, “The past two years have changed the U.S.’s stance toward cryptocurrency, and I’m proud of everything we’ve accomplished.”
According to a Crypto In America report, Jung originally planned to cover Witt’s responsibilities at the cryptocurrency commission while Witt went to military training. With Witt announcing the postponement of training, Jung’s originally planned coverage arrangement no longer had the premise.
Based on Witt’s X announcement and Crypto In America’s report, this postponement is to stay at the White House and advance the CLARITY Act’s legislative process in the Senate. This is Witt’s second time delaying training, with the first occurring in Apr. 2026, when negotiations progressed longer than expected. In his statement, Witt said he is “still committed to fulfilling his service obligations”; the subsequent training schedule will be subject to official announcements.
The CLARITY Act must be passed before the Senate recess on Aug. 8, 2026. Coinbase executives previously said Democrats have added certain consumer protection provisions to the bill. Witt’s decision to stay on is seen as a key factor in maintaining negotiation momentum.
In his X statement, Jung said, “In two weeks, I will leave the government with enormous gratitude,” and added that “the past two years have changed the U.S.’s stance toward cryptocurrency.” Jung originally planned to cover Witt’s responsibilities during Witt’s service period, but after Witt announced the postponement of training, a replacement arrangement for his responsibilities has not yet been released. It will be subject to an official announcement.
