To help Beijing build a global digital economy benchmark city, Daxing District is creating a characteristic paradigm of digital economic industry.

It was learned from the two sessions of Daxing District that in the past year, Daxing District has accelerated the construction of a digital economy industrial development path with distinctive patterns, promoted the landing of multiple demonstration projects such as the country’s first digital ecological innovation service base, and created a data element “North Port, South Bank” linkage development model to help Beijing build a global benchmark city for the digital economy. The “Data Compliance Port” in the northern Daxing Economic Development Zone has built a data compliance circulation application platform with scenes as the theme, leading the new model of “Data Compliance + Cross-border Circulation”; the southern Airport Economic Zone is building an “International Data Port”, forming a series of “first cases” in the country, and initially forming a north-south coordinated industrial pattern.

Building offshore base to serve digital economy enterprises to go global

It is worth mentioning that Daxing District has built the country’s first digital ecological overseas base - “Beijing Digital Economy Enterprise Overseas Innovation Service Base”. At present, the base focuses on the Middle East, Southeast Asia, Japan and South Korea, etc., and provides full-stack overseas services such as overseas consulting, compliance access, landing operation, industrial and commercial finance and taxation, brand marketing, investment and financing, etc., starting from the whole life cycle of enterprises going overseas, so as to build a two-way financing bridge for domestic digital economy enterprises to “go global” and overseas enterprises to “bring in”. Since its launch in July, it has organized more than 30 enterprises intending to go overseas to the United Arab Emirates and Saudi Arabia to explore markets, reached strategic cooperation agreements with China Unicom and China Telecom, established ecological cooperation with more than 70 professional service teams, implemented nearly 100 innovative projects, and held nearly 40 brand activities such as overseas discussions and business cooperation matchmaking.

Currently, the overseas base is accelerating the establishment of an international cooperation pattern of ‘1+3+N’, including the construction of a two-way investment cooperation platform with the ‘two-country twin park’ model as the core and supporting facilities such as new digital infrastructure and international reception rooms. Through ‘group’ services, the base helps companies to enter the global market with lower factor costs and weave a dense global cooperation network. The base is committed to creating a policy highland, service highland, regulation highland, and market highland for enterprises to go global, and by introducing a group of digital economy enterprises and overseas ecological service enterprises, jointly building a billion-dollar digital economic industrial cluster, further helping Beijing to create a ‘Digital Silk Road’ economic cooperation pilot zone.

Building the ‘North Harbor South Bank’ to help the gathering and development of the data industry

The northern ‘Data Compliance Port’ is mainly located in Daxing Economic Development Zone, implementing the construction requirements of Beijing Data Element Comprehensive Test Zone (Beijing), creating innovative demonstration projects such as Daxing District Data Element Service Center and Daxing District Data Compliance Judge Workstation, building a theme-based data compliance circulation application platform, planning a ‘1+6+N’ service system, namely, innovatively proposing a ‘enterprise self-certification, platform certification, third-party verification, judicial evidence’ compliance service system, constructing six core contents of ‘basic system, trusted space, data resources, carrier space, special policies, ecological partners’, creating the best practices of N data application scenarios such as medicine, and forming a demonstration ecological highland for the circulation and application of data elements compliance in Beijing. Daxing Economic Development Zone also cooperates with State Energy Group and China Academy of Information and Communications Technology to build the ‘Intelligent Technology + Energy Supply Chain Integration Innovation Laboratory’, jointly building four innovation laboratories, including ‘digital twins, intelligent computing, intelligent applications, green and low-carbon’, through the ‘central-local cooperation’ model, constructing a set of inspection and testing systems covering advanced computing, immersive technology, intelligent terminals, green and low-carbon fields, providing technical support for data applications, and also providing services for industries such as artificial intelligence large models, integrated circuits, medicine and health, and metaverse virtual reality.

The construction of the ‘International Data Port’ in the southern region has achieved new results. The airside area of Daxing Airport has launched the city’s first public service platform for data security and governance, providing data cross-border services involving 80 enterprises from nine provinces and cities including Beijing, Shanghai, and Guangdong, covering 114 scenarios in 14 industries. This has led to the first nationwide case of data Compliance in multiple industries such as artificial intelligence and credit inquiry. It supports the establishment of a green channel for data exiting foreign-funded enterprises in Beijing, assisting Bayer in breakthrough approval for the comprehensive exit of core business data of foreign-funded pharmaceutical companies, thus forming the first national ‘case’ of a green channel mechanism; leading the compilation of negative lists and implementation guidelines for data exiting in three areas: pharmaceuticals, civil aviation, retail, and modern services, completing the filing of the negative list data exiting for Samsung China’s retail and modern service industries, creating the first batch of national negative list ‘cases’.

Accelerate the integration of digital reality to empower the digital intelligence upgrade of industrial clusters

The Daxing District accelerates the deep integration of the real economy and the digital economy, and empowers the three trillion-level industrial clusters of the airport economy, biopharmaceuticals, and advanced manufacturing with digital technology. Among them, the airport economy cluster deepens the construction of the digital trade experimental zone. It has carried out new offshore trade businesses and built the first new international trade public service platform ‘Jingmao Xing’ in the Beijing-Tianjin-Hebei region. The platform has provided verification services for 17 banks and 70 companies, with a total amount of about 32 billion US dollars, and has been promoted and applied in the Dalian Free Trade Zone, becoming the first offshore trade public service platform to provide services across regions nationwide. It promotes the digitalization of goods trade, and the intelligent logistics centers of SF Express, JD.com, Nanyang, etc. have been completed and put into operation, promoting the acceleration and efficiency improvement of cross-border logistics and cross-border trade development. It promotes the digitalization of service trade, and the International Biopharmaceutical Park project in the bonded zone has been put into operation, establishing a research and development production and testing service platform for the international market, using the ‘pre-research and post-production’ model, introducing multiple technology service enterprises to settle in, and driving a batch of technology results transformation and landing.

The life and health cluster is developing an innovative ecosystem for artificial intelligence. More than 260 high-tech enterprises have achieved the dual empowerment of ‘AI + medical’, establishing the Beijing Medical Device Big Data Research Center and releasing the ‘first national AI model for medical device registration and declaration’. Huake’s precision-developed neurosurgical robot, the world’s first based on 3D structured light technology, has been approved by the FDA for listing. Beijing Shurui’s domestically developed single-hole endoscopic surgery robot has been approved by the National Medical Products Administration (NMPA) for listing, effectively filling the gaps in domestic innovation. The newly established Biomedical Informatics Intelligence Center will provide high-standard and standardized biological sample storage services and computing services for hospitals and research institutions, and provide pharmaceutical companies with sample data, digitization, targeting, and screening services to accelerate drug development.

The intelligent manufacturing industry in Daxing Economic and Technological Development Zone uses digital technology to amplify, superimpose and multiply the manufacturing industry, realize intelligent processes such as production scheduling, equipment failure prediction and maintenance, improve production efficiency and product quality, and promote the development of the industry in the direction of high-end, intelligent and green. Arctic Ocean has established an intelligent soda production line, which can produce 24,000 bottles of glass bottle soda and 40,000 cans of soda per hour.
