According to Xinhua, China's State Council issued guidelines today to provide basic public services at residents' place of residence, ensuring undocumented residents equal access to services alongside registered residents. The move aims to improve urbanization quality and unlock domestic demand potential.

Key measures include expanding vocational insurance coverage by eliminating hukou (household registration) restrictions, increasing public rental housing access for stable employed residents, and gradually including undocumented residents in childcare, elderly care, social assistance, and disability support services.
