According to Polymarket data, traders cut the odds of the CLARITY Act becoming law in 2026 to 37% on July 20, as Senate negotiations remain deadlocked over ethics provisions. The House has passed the bill and the Senate Banking Committee approved it, but the legislation has yet to receive a Senate floor vote. Senate Democrats, led by Elizabeth Warren, are pushing for enforceable restrictions preventing senior government officials, including the president, from financially benefiting from the digital asset industry they oversee. Republicans have resisted such language, citing concerns about bipartisan support. The impasse intensified after Trump's financial disclosure revealed approximately $1.4 billion in crypto-related income, including $594 million from World Liberty Financial and $635 million from the TRUMP meme coin venture. Democrats argue these financial interests create a conflict if the president signs legislation affecting the industry. With Senate leaders facing a limited window before the August recess, traders increasingly doubt the bill can pass this year.
