Galaxy Research Downgrades CLARITY Act 2026 Passage Odds to 50% From 60%

According to Bitcoin Magazine, Galaxy Research has downgraded the probability of the CLARITY Act passing in 2026 from 60% to 50% as of late June, citing a tightening Senate schedule. The bill has been on the legislative calendar since passing the Senate Banking Committee on May 14 with a 15-9 vote, but no merged text has been released, no vote is scheduled, and leadership has made no public commitment to move it forward. Senate leadership must announce a July floor schedule before August recess to pass the bill before the recess period; otherwise, the vote will be delayed to September when midterm elections approach. If leadership commits to a July vote within the next two weeks, passage odds could rise to 60% or higher, Galaxy Research said.
