According to Iranian media Fars News, Iran outlined a four-stage plan for an agreement with the United States on June 4. The first phase focuses on ceasing military operations across all fronts, involving Iran, the United States, and the Axis of Resistance. The second phase addresses four key areas: establishing mechanisms for the Strait of Hormuz, lifting blockades, removing oil restrictions and sanctions, and unfreezing Iranian assets.

The third and fourth phases would involve broader negotiations on sanctions and nuclear issues following verifiable measures, with a monitoring committee established to oversee agreement implementation.
