According to Al Jazeera, Iran proposed a three-stage negotiation plan on May 3, with the first phase requiring a ceasefire-to-permanent-peace transition within 30 days. The plan also calls for establishing international mechanisms to prevent conflict resumption, implementing a comprehensive ceasefire across all regions involving Iran's regional allies and Israel, gradually lifting port blockades on Iran in coordination with the reopening of the Strait of Hormuz, and withdrawing U.S. forces from Iranian waters while halting new military deployments.

The second phase involves discussions on suspending uranium enrichment within a 15-year timeframe, with Iran permitted to resume enrichment activities under a zero-inventory principle after the deadline expires. The proposal opposes dismantling Iranian nuclear facilities and suggests transferring existing highly enriched uranium stockpiles abroad or diluting enrichment levels. The third phase includes strategic consultations with regional countries to establish a comprehensive regional security framework. The plan also addresses the gradual removal of economic sanctions on Iran.
