Russian Deputy Foreign Minister States U.S. Controls Russia Dialogue Progress; 59% of U.S. Envoy Posts Vacant

According to Russian Deputy Foreign Minister Ryabkov on May 22, Russia-U.S. dialogue remains active, but progress depends entirely on U.S. political will. Ryabkov stated that the main challenge is comprehensive U.S. containment and geopolitical encirclement of Russia. He noted that 59% of U.S. diplomatic posts abroad—including the ambassadorship to Russia—remain vacant, severely restricting Russian diplomats' activities in the United States. Ryabkov also said Russia has demanded the return of six diplomatic properties confiscated by the U.S. between 2016 and 2017 and provided a roadmap, but Washington refused, citing unilateral anti-Russian restrictions.
