SEC Chair Launches 'Project Crypto,' Establishes Framework for Tokenized Securities

According to SEC Chair Paul S. Atkins at the 2026 Reagan National Economic Forum, the U.S. Securities and Exchange Commission is advancing regulatory modernization to promote on-chain capital markets and establish a coherent digital asset framework. The SEC has clarified which digital assets qualify as securities and launched "Project Crypto" in coordination with the Commodity Futures Trading Commission to align crypto regulation with market infrastructure requirements. Atkins announced the agency is developing safe-harbor mechanisms for tokenized listed securities and studying how on-chain trading systems can comply with existing regulatory frameworks. The SEC also plans to reduce disclosure burdens and revoke previous climate disclosure rules, emphasizing that capital markets should operate on principles of free markets and innovation with clear legal certainty from regulators.
