Senate Democrats rejected the ethics provision in the latest Clarity Act draft on Thursday, July 24, with Majority Leader John Thune doubting the crypto market-structure bill can pass before the August recess. The dispute centers on enforcement: Democrats refuse to accept the Department of Justice as the sole enforcer, citing distrust of the Trump Justice Department. Senator Ruben Gallego of Arizona called the GOP proposal "not a serious effort" and said he is preparing a counteroffer with Senator Thom Tillis and other Republicans. The ethics fight traces to President Trump's crypto ventures, tied to more than $1 billion in income over the past year. Thune told reporters, "I don't think we'll be able to get them done," though White House crypto adviser Patrick Witt expressed optimism that the first week of August remains open for action.
