South Korean financial authorities announced on the 22nd the launch of a 150 billion won 'K-Culture Value-Up Fund' to support artificial intelligence (AI) content and K-Culture industry development. The Financial Services Commission stated the fund will combine 50 billion won from the Ministry of Culture, Sports and Tourism budget and 30 billion won from Korea Development Bank and the Advanced Strategic Industries Fund as seed money, attracting over 70 billion won in private capital. This marks the first collaboration case between the National Growth Fund and a ministry policy fund, designed to establish large-scale content investment infrastructure and nurture K-Culture as a future growth engine.
The Financial Services Commission announced on the 22nd the start of recruitment for fund operators to manage the K-Culture Value-Up Fund. The fund will operate through two divisions: AI and intellectual property (IP) with 100 billion won allocation, and Content Innovation with 50 billion won allocation.
The AI/IP division will invest in companies that plan and produce content using AI technology or utilize content IP in games, video, and music. The Content Innovation division will support content industry companies engaged in economic activities such as content production and distribution.
The AI/IP fund requires investing over 50% of the target formation amount in domestic companies operating K-Culture industries. The fund design mandates investing at least 25% each in AI content companies and content IP utilization companies.
The Content Innovation fund must invest over 50% in companies operating K-Culture industries and at least 15% in content production and distribution companies.
The government stated this fund will supplement limitations of existing cultural content policy finance. The Ministry of Culture, Sports and Tourism's previous funds including the Culture Account, Film Account, and K-Content Media Strategy Fund operated mostly at around 50 billion won scale, creating constraints for investing in large-scale content requiring substantial production costs.
With Korea Development Bank and Advanced Strategic Industries Fund participation, the fund scale expanded to 150 billion won, enabling large-scale investment in individual projects. Both funds are designed to invest 15-25% in content sectors, more than double the Advanced Strategic Industries Fund's investment ratio for content as an eligible investment target.
This project represents the first case where the National Growth Fund collaborates with a government ministry's policy fund to expand fund scale. The National Growth Fund introduced a 'Ministry Project Support' category in its indirect investment sector starting this year, linking with each ministry's policy funds, with the K-Culture Value-Up Fund becoming the first application case.
The Ministry of Culture, Sports and Tourism and Financial Services Commission stated they will use this collaboration to enhance K-Content's ripple effects and support K-Culture's growth as a leading industry in global markets. They plan to expand collaboration by linking the National Growth Fund with policy funds promoted by various ministries to enable large-scale investment.
The Financial Services Commission stated that K-Culture Value-Up Fund operator proposals will be accepted on the 12th of next month. Final operators are scheduled to be selected and announced in September.
