While Republicans have reached agreement with President Donald Trump on the ethics clause, Democratic support remains elusive. Democrats argue that state attorneys general should oversee enforcement, while Republicans insist on federal jurisdiction. Democrats hold the decisive votes—at least 10 are needed for Senate passage before the August congressional recess.
