The first stage focuses on ceasing military operations across all fronts involving Iran, the U.S., and resistance axis forces. The second stage covers implementation measures on four key issues: the Strait of Hormuz and related mechanisms, lifting blockades, removing oil restrictions and sanctions, and unfreezing Iranian assets. The third stage involves launching broader negotiations on sanctions and nuclear issues after verifiable measures are implemented. The fourth stage establishes an oversight committee to monitor agreement enforcement and track compliance by all parties.
