Seoul's Mortgage Loan Ratio Falls 7.3 Points to 45.67% Year-on-Year, Cash Buyers Dominate Market

According to Seoul Kyongje, Seoul's mortgage loan ratio in multi-unit residential properties fell 7.3 percentage points to 45.67% in June 2026, down from 52.97% a year earlier. The steepest declines were observed in high-priced districts such as Ichon-dong and Sincheon-dong, where mortgage ratios dropped approximately 20 percentage points. This shift reflects tighter lending conditions, with government housing policies capping mortgage limits at 600 million won, forcing homebuyers to secure significant self-funding. Meanwhile, 70 of Seoul's 472 redevelopment project zones remain unstarted despite receiving approval, and IBK Enterprise Bank halted new floating-rate mortgage lending, signaling broader credit constraints across the banking sector.
