A positive rate indicates an increase, meaning the market maker has opened long contracts. When the rate is negative, it shows the market maker is setting up short positions to attract retail investors with fees. This isn't a popular coin, so hardly anyone participates. The fee rate being positive or negative depends entirely on the market maker's own contract openings. When it's positive, they are going long; when negative, they are going short. It's all just random analysis without knowing anything.
