The development of 6G technology is not only a generational upgrade of communication technology but also a strategic high ground in global technological competition. At the 2025 Zhongguancun Forum Annual Meeting, several experts pointed out that 6G will reshape the digital landscape of the economy and society, promoting the evolution of society from “Internet of Everything” to “Intelligence of Everything.” In the future, with the support of 6G, Bots are expected to become as widespread as today’s mobile phones.

6G empowers society to evolve from “Internet of Everything” to “Intelligent Connection of Everything”.

In recent years, 6G has become the focal point of international technological innovation. Experts at the conference generally believe that the significance of developing 6G, as a core driving force of a new round of technological revolution and industrial transformation, has far exceeded that of the generational upgrade of communication technology.

In the context of the AI era, 6G and AI empower each other and achieve mutual success. 6G is no longer merely a leap in communication technology, but rather unlocks the foundation for AI to empower society and core services. Zhang Ping, an academician of the Chinese Academy of Engineering, pointed out that traditional communication systems mainly focus on data transmission, while 6G aims to achieve bidirectional empowerment of communication and intelligence by introducing AI. For example, the ComAI (Communication plus AI) model proposes a conceptual framework for the deep integration of AI and communication, assigning tasks such as source-channel coding and digital modulation/demodulation to AI for processing, thereby optimizing the overall performance of the communication system.

“In the future, 6G will become the cornerstone of transformation across various industries in society, promoting the evolution of social production and people’s lives from ‘Internet of Everything’ to ‘Intelligent Connection of Everything.’” Yang Hua, Vice Chairman of Zhongguancun Panlian Institute, explained that 6G will achieve deep integration of communication, perception, computing, and artificial intelligence, forming a “communication, sensing, computing, and intelligence, integrated air-ground network architecture,” empowering immersive applications such as holographic interaction and tactile internet, and providing ultra-low latency and high reliability support for application scenarios like autonomous driving, digital twins, and low-altitude economic development. At the same time, 6G provides a foundation for the deep integration of the digital economy and the real economy, giving rise to a trillion-level market scale.

He Jianwu, director of the Industrial Promotion Division of the Zhongguancun Science City Management Committee and director of the Haidian District Science and Technology Information Bureau in Beijing, stated that with the development of 6G technology, future information messaging will no longer be limited to terminals and the virtual-real symbiosis of the metaverse will become possible. Urban governance will shift from passive response to active prediction. Public services such as smart healthcare and education will achieve precise direct delivery, and the digital transformation and intelligent upgrading of traditional industries will realize leapfrog development, turning technological dividends into basic productivity that benefits countless industries.

Chief Scientist of Zhongguancun Panlian Institute and Chief Expert of China Mobile Group, Liu Guangyi further outlined the application scenarios of 6G. He pointed out that with the empowerment of 6G technology, Bots can offload AI capabilities and perception capabilities, making them lighter, more cost-effective, and with stronger battery life. In the future, Bots are expected to become as popular as today’s smartphones.

China is actively participating in the formulation of 6G standards.

Major scientific and technological changes are a long road, and the process is often in twists and turns. Yang Hua pointed out that at present, breakthroughs are urgently needed in the basic theory and technology research of 6G, such as key technologies such as synaesthesia computing and intelligence integration, space-air-ground integration, etc., and there are still core computing chips, new antennas and RF devices to be broken through, intelligent resource scheduling and network optimization and other problems waiting to be solved. At the standard level, countries have not yet reached a consensus on spectrum allocation and air-space-ground integration architecture.

Currently, the global development of 6G has entered a critical stage of standardization. In September 2024, the global mobile communication standards organization 3GPP (an international standardization organization with significant influence in the field of mobile communications) will officially launch the first 6G standard project “6G Scenario Use Cases and Requirements” research. In December 2024, 3GPP will initiate the first 6G standard project for wireless access networks, which will clarify major issues in the wireless field such as key technical indicators and technological directions for 6G. Wang Zhiqin, head of the IMT-2030(6G) promotion group and deputy director of the China Academy of Information and Communications Technology, previously introduced that the research on 6G technical standards will start in June 2025, with the technical research phase to be completed between 2025 and 2027, and the first version of the technical specifications to be completed by March 2029.

Liu Guangyi stated that the establishment of a global unified standard will reduce equipment costs and promote the realization of global economies of scale. Chinese enterprises occupy an important position in 3GPP, contributing a large number of standard documents every year, providing important support for the global development of 6G. Cheng Jianjun, Vice General Manager and Party Member of China Mobile Communications Group Co., Ltd., also stated that China Mobile is leading the standardization efforts of 3GPP and the International Telecommunication Union (ITU) to promote the initiation of global 6G international standards.

During this year’s national Two Sessions, the “6G industry” was first included in the government work report. According to Zhang Ping, “It is very timely and necessary for the government work report to include 6G in the future national work plan for the first time.” He pointed out that while 6G technology, in its literal sense, still belongs to the communication field, its influence has far exceeded communication itself. As an empowering tool, it will be widely applied across various industries, bringing significant enhancement and transformation to all sectors.

As the key direction of future industry cultivation, it is of great significance to accelerate the breakthrough and industrialization process of 6G cutting-edge technology. Zhang Chengliang, President of China Telecom Research Institute, previously said that the current stage of 6G development should implement key breakthroughs in three aspects: first, endogenous intelligence, which needs to consider the support of AI technology from the beginning of 6G network design; The second is the integration of communication and sensing, which faces many technical problems in order to realize the two independent functions of wireless communication and wireless sensing in the same system. The third is satellite-ground integrated networking, which needs to solve technical difficulties such as full-spectrum convergence and interoperability between terrestrial and non-terrestrial networks.

Beijing accelerates the layout of the 6G industry

As the core carrier of national strategic scientific and technological strength, Beijing has taken multiple measures to further support 6G innovation. In terms of policy support, Beijing has issued the “Beijing 6G Technology Innovation and Industry Cultivation Action Plan (2024-2030)”, which clarifies the specific goals and paths for the next few years in key technological breakthroughs in 6G, tackling critical links in the industry, constructing experimental innovation systems, and creating benchmarks for 6G+X applications.

The “Beijing 6G Innovation Development White Paper (2025)” released during the 2025 Zhongguancun Forum Annual Meeting also pointed out that the 6G end-to-end open experimental platform and the 6G experimental verification environment supported by Beijing provide an important experimental verification platform for industry-university-research units to carry out cutting-edge and fundamental research, incubate original technologies, and serve the entire process of 6G technological innovation in Beijing.

In terms of resource coordination, Beijing and China Mobile jointly established an innovative R&D institution—the Zhongguancun Panlian Mobile Communication Technology Innovation Research Institute (hereinafter referred to as “Zhongguancun Panlian Institute”); supporting the construction of a key laboratory for 6G in Beijing by the Zhongguancun Panlian Institute and Beijing University of Posts and Telecommunications, leading technological innovation and achievement transformation.

Zhang Zhizong, a second-level inspector from the Beijing Municipal Science and Technology Commission and the Zhongguancun Management Committee, stated that in the future, the Beijing Municipal Science and Technology Commission and the Zhongguancun Management Committee will continue to leverage the core advantages of Beijing’s International Science and Technology Innovation Center, focus on breakthroughs in key 6G technologies, accelerate the innovation process of 6G technology, build a technical verification platform system, collaboratively promote the unification of international standards, and drive the innovation and development of 6G technology.

Specifically, efforts will continue to increase the intensity of research on 6G fundamental theories and key technologies, strengthen the cultivation of high-level scientific and technological talents, focus on joint research in areas such as intelligent and simplified network architecture and the integration of perception, computing, and intelligence, and accelerate breakthroughs from “0 to 1”. We will promote the construction of a globally leading end-to-end testing platform, provide an open and shared testing environment and standard verification capabilities, accelerate the maturity of core 6G technologies, support the advancement of standardization strategies, shorten the commercialization cycle, and help achieve the transformation from “1 to 10”. At the same time, we will fully promote the deep participation of organizations in Beijing in the work of international standardization organizations such as the ITU and 3GPP, strengthen international open cooperation, achieve resource sharing and complementary advantages, build international consensus in academia, technology, and industry, and actively contribute to the “Beijing Plan”.
