KIP Protocol official statement: did not participate in $LibraToken issuance process, nor profit from Token issuance

On February 16, 2025, the Office of the President of the Argentine Republic issued a statement (the “Statement”) regarding the “Viva La Libertad” project (the “Project”).

The statement contains multiple significant factual errors, and in order to ensure that the facts are accurately reflected in the public record, we would like to correct this.

Fact Error 1:

The Office of the President reports that on October 19th, President Javier Milei met with representatives of KIP Protocol in Argentina, where they mentioned the company’s intention to develop a project called ‘Viva la Libertad’ to finance private ventures in the Argentine Republic using blockchain technology.

From that meeting, which was duly recorded in the Public Hearings Registry, the President of the Nation; the representatives of the company KIP Protocol, Mauricio Novellli and Julian Peh; and the presidential spokesperson, Manuel Adorni, participated.

The Office of the President reported that on October 19, 2024, Argentine President Javier Milei met with representatives of the KIP Protocol company in Argentina. During the meeting, the company informed the president of its plans to develop a project called ‘Viva la Libertad’ to provide financing for private enterprises of the Argentine Republic using blockchain technology.

The meeting has been officially recorded in the “Public Hearing Registration Book,” with attendees including the President, representatives of KIP Protocol company Mauricio Novelli and Julian Peh, as well as the President’s spokesperson Manuel Adorni.

Response:

The CEO of KIP Protocol, Mr. Julian Peh, did indeed meet with President Mila in Argentina on October 19, 2024, but the meeting took place informally during the ‘Tech Forum’ trade fair.

KIP Protocol is the official sponsor of the ‘Tech Forum’ in Argentina, and Mr. Pei was introduced to President Milei by Mauricio Novelli, the organizer of Tech Forum. However, Novelli has never been a member of KIP Protocol, and Mr. Pei did not introduce Novelli as a representative of KIP Protocol to the President.

Mr. Pei had about 30 minutes of conversation with President Mile through translation, discussing topics related to artificial intelligence (AI), technological development, and the vision of KIP Protocol to expand more business and investment in Argentina. President Mile also talked about his vision for Argentina, economic philosophy, and his welcoming attitude towards foreign investment (especially investment in AI companies).

This is Mr. Pei’s first meeting with President Milai. During this meeting, neither party discussed or mentioned any specific projects, including the ‘Viva la Libertad’ project or any token issuance plans.

KIP Protocol is not a company that helps organizations issue tokens. We are a technology AI solution company focused on AI infrastructure deployment, and our core business revolves around this. Proposing other types of projects does not align with our business positioning.

In that context, on January 30, 2025, the President held a meeting at Casa Rosada with Hayden Mark Davis, who, according to the representatives of KIP Protocol, would provide the technological infrastructure for their project. Mr. Davis had and has no connection with the Argentine government and was introduced by the representatives of KIP Protocol as one of their partners in the project.

According to representatives of the KIP Protocol, Mr. Davis will provide technical infrastructure for their project. Mr. Davis has no connection to the Argentine government and was introduced by representatives of the KIP Protocol as one of the project’s partners.

Response:

KIP Protocol was unaware of and had no participation in the meeting on January 30, 2025. No representatives of KIP Protocol attended the meeting.

The meeting on October 19, 2024, was Mr. Pei’s only opportunity to meet President Mile. Since then, Mr. Pei and other KIP Protocol employees have had no further contact with President Mile.

KIP Protocol has never had any business dealings with Hayden Mark Davis (hereinafter referred to as “Davis”) before. Mr. Pei and any employee of KIP Protocol have never declared Davis as a partner of KIP Protocol, nor have they made any similar statements about Davis. Davis has never been an employee or representative of KIP Protocol.

Finally, yesterday, the President shared a post on his personal accounts announcing the launch of the KIP Protocol project, as he does daily with many entrepreneurs who want to launch a project in Argentina to create jobs and attract investments. Having not been involved at any stage in the development of the cryptocurrency, after the impact that the project’s launch had and to avoid any speculation and not give it further publicity, he decided to delete the post.

Finally, yesterday, the president posted a tweet on his personal account announcing the launch of the KIP Protocol project, just as he supports many entrepreneurs who hope to do business in Argentina to create jobs and attract investments. The president did not participate in any development stages of this cryptocurrency. After the project’s release attracted widespread attention, to avoid any speculation and prevent further spread, he decided to delete the tweet.

Response:

As mentioned earlier, Mr. Pei, as the sole representative of KIP Protocol, only met with President Millet once on October 19, 2024, and did not discuss or mention the project at that meeting. In addition, KIP Protocol did not participate in any meetings with President Millet on January 30, 2025.

Mr. Pei learned about the token project’s launch from Mr. Norville around February 13, 2025, which eventually evolved into the ‘Viva la Libertad’ project.

Mr. Pei learned that the project is led by Hayden / Kelsier Ventures and is responsible for token issuance. KIP Protocol may only play a role in the project after the token issuance. In addition, KIP Protocol will only act under Kelsier’s direct instructions.

KIP Protocol did not initiate the project, nor did it manage or lead the token issuance process, nor did it receive any tokens before or after the token issuance, nor did it profit from the token issuance.

KIP Protocol has not even been notified by Kelsier when $Libra token will be listed.

Therefore, it is incorrect to describe the project as the ‘KIP Protocol project’.
