Cloudflare Triggers 1 Billion HTTP 402 Responses Daily at Consensus 2026, Launches Agent Trust Framework with Visa and Experian

According to Foresight News, Cloudflare CSO Stephanie Cohen announced at Consensus 2026 that the platform triggers approximately 1 billion HTTP 402 responses daily, reflecting AI agents’ demand for paid access to web content. The company, alongside Visa and Experian, unveiled the Agent Trust framework, which links AI agent behavior to verified real users and issues real-time trust tokens for merchants to verify transaction legitimacy.

Cohen noted that over 50% of internet traffic is now non-human, with AI companies’ crawl-to-output ratios reaching tens of thousands to one. She suggested that establishing a content monetization model could unlock a “golden age of content.”
